APCC rubbishes BJP’s ‘allegation’

Association distributes relief to fire victims
ITANAGAR, Jan 05: A team of All Adi Youth Association (AAYA) led by its president Olik Komut today distributed relief materials to the fire victims of SS Mission Colony, Pasighat. The three houses were reportedly gutted down when a major fire accident broke out at SS Mission Colony on Friday evening around 9.40 pm. The dwelling houses were owned by Solung Panggeng, Tipeng Perme and T Jamoh. All belongings of houses and properties were reportedly reduced to ashes during the accident.

Indigenous Faith Day celebrated in Tirap
KHONSA, Jan 05: Indigenous Faith and Culture Day was celebrated with much fanfare in the length and breadth of Tirap district under the aegis of Tirap Indigenous peoples Society (TIPS).
A procession was taken out by the children and the village folks from the nearby villages Khonsa and Lapnan along with the Head of Offices and staff and culminated at Nehru Stadium here. The ground later on was transformed into a sea of indigenous people from all walks of life. Colourful folk songs and dances, traditional divination processes viz. Wenkhit, Woosok, and Tansok etc. were the main highlights of this year’s celebration.
Display of traditional basket making, games and sports etc. were also organized as part of the celebration.

ATA and AASSATA decide to resume pen down strike
ITANAGAR, Jan 05: The Central executive bodies of Arunachal Teachers’ Association (ATA) and All Arunachal Sarva Shiksha Abhiyan Teachers Association (AASSATA) have decided to resume its indefinite statewide pen down strike from January 8 in support of its two point demands. This decision was taken following the State Govt’s alleged failure to respond to the ultimatum adopted on December 17 last, said both the associations in a joint press release today.
The demands of the associations are : rectification of pay anomalies of AT (A) and other categories of teachers and immediate regularization of remaining SSA teachers of 2003 batch at one go.
Earlier in December last AASSATA had temporarily suspended its indefinite pen down strike following the resolutions adopted by ATA in its federal body meetings. However, it threatened to resume the strike in case state Govt fails to address the AASSATA/ATA grievances on or before January 7.

APSCW demands fast track court for speedy trial of women related cases
ITANAGAR, Jan 05: There should be fast track court in each state for speedy trial of cases related to crime against women, like rape, murder and sexual assault and charge sheet should be submitted within prescribed time frame so that trial could be completed within the time frame, suggested Arunachal Pradesh State Commission for Women (APSCW), in a letter to Justice J.S Verma, former Chief Justice of lndia.
Appropriate action should be initiated against the concern police personnel, who cause undue delay in the investigation of case, Gumri Ringu, Chairperson of APSCW in her letter said, adding that the investigation officer should not be transferred till the completion of the charge sheet of that particular case.
The APSCW also advocated for death penalty to the person, who commits rape and murder. And life imprisonment must be awarded in the case of rape and sexual assault, it added.
The habitual criminals, who committed crime against women, like rape and murder, molestation and sexual assault, should be debarred from getting government job and to become public representative etc.
Further, every state must have a well equipped forensic laboratory with required man power, the letter added.
ITANAGAR, Jan 05: Muskan Welfare Society (MWS) led by its Chairperson, Anupama Singh, First Lady of the State, in collaboration with Department of Health and Family Welfare, Arunachal Pradesh State AIDS Control Society and Ramakrishna Mission Hospital, Itanagar organized a voluntary blood donation camp at Raj Bhawan here today.
A total of 82 units of Blood were collected in the camp out of which 57 units were donated by first time donors. Free blood tests specifically for hemoglobin, blood sugar, blood group and general check up of all volunteers were conducted in the camp. Stalls were also put up by the APSACS for information dissemination on HIV/AIDS, dental hygiene, different types of cancer and basic hygiene for the general public.
Speaking on the occasion, Governor JJ Singh appealed to the people to come forward and donate freely without any fear and hesitation. He said that Arunachal Pradesh still lacks basic facilities for blood banks and suffers from communication bottleneck to shift patients in need of blood but has a population with a big heart to adequately address it by donating blood.He urged every Arunachalee to pledge not to allow even a single life to be lost for want of blood. “Let us donate blood twice a year to meet the requirement of blood for accidents and medical emergency in the State,” he exhorted. The Governor expressed his hope that the positive messages regarding blood donation will be disseminated in the society and misconceptions and wrong notions about it would be removed.
Terming blood donation as a gift of life to a needy individual, the Governor said that to a donor, it is a ten minute exercise but for a recipient, it is life. The Governor congratulated the voluntary donors and called them ‘heroes’ to someone somewhere, who will be receiving this precious gift of life. He also congratulated Muskan Welfare Society, the Department of Health and Family Welfare, Ramakrishna Mission Hospital, Itanagar and Arunachal Pradesh State AIDS Control Society (APSACS) for organizing this camp.
In her address, Anupama Singh, who was the first to donate blood in this camp, expressed gratitude to the blood donors and termed the donation as a noble service to the society. As the MWS Chairperson, she offered to render any help to underprivileged and socially deprived individuals. She specifically highlighted the low hemoglobin levels in women and requested the men to ensure that their daughters, sisters, wives and mothers get a good diet and take care of their health.

Substantial information has revealed that the State Information Commissioner of APIC, on September 27 last year issued notice to the concerned appellants that the cases fixed for hearing was kept in abeyance due to the court’s order. It was said that the parties (appellants and PIOs) should be informed about hearing of the pending case after due permission from law department was received.
It is pertinent to mention that some leading citizens of Pasighat filed petition under Right to Information (RTI) Act, 2005 to some departments seeking substantial information about various achievement against the financial grants received by the departments. As such, final appeal has been made in state information commission against the PIOs of Pasighat division of Water Resource Department (WRD), District Health department, ICDS, Urban Development & Housing and some other important offices.
It is alleged that Public Information Officers (PIOs) have failed to furnish information as sought by the petitioners within the scheduled period as per provisions of RTI Act and consequently, the petitioners moved the concerning Appellate Authorities of those departments and later made appeal before the State Information Commissioner against the alleged violation of the PIOs.

BOMDILA, Jan 05: A review meeting on BRO roads – Orang Kalaktang Shergaon Rupa Tenga (OKSRT) and Balipara Bomdila Tawang (BBT) was held yesterday at HQ 14 BRTF Tenga.
Briefing the meeting, BRO Commander Col Rahul Trivedi stated that road broadening work is going on in full swing on both Orang Kalaktang Shergaon Rupa Tenga (OKSRT) and Balipara Bomdila Tawang (BBT) roads. He assured that OKSRT road would become fully operational by next year.
He has ordered the OKSRT road to be opened to traffic from 5 pm to 8 am and 12 noon to 1 pm daily keeping in view the problem faced by general public on this route. He further stated that the direct road from Rupa to Jigaon would be opened by next month which will shorten the road distance by about 17 kms. No new road cutting work will be undertaken on BBT road unless the old ones are fully black topped, he added.
It may be recalled that the people of West Kameng and Tawang District resorted to dharna on September one, 2012 at BRO offices located at Tenga, Bhalukpong, Sapper Camp and Kalaktang in West Kameng District and at Tawang, Lumla, Khrimu and Jang in Tawang District. On September two, 2012 there was a total bandh in West Kameng and Tawang districts to protest the hopeless OKSRT and BBT road condition.

The PHE&WS department is found conducting frequent group meetings under Nirmal Bharat Abhiyan (NBA) for construction of Individual Household Latrines (IHHL), Anganwadi & school toilets, Community sanitary complexes, maintenance and safe disposal of solid and liquid waste etc in rural areas.
The NBA, earlier known as Total Sanitation Campaign (TSC) was launched in the district

Earlier, the financial incentive under NBA against construction of IHHL was limited to Rs 3500, but it was subsequently increased up to Rs 4600. The beneficiary contribution for the scheme was Rs 900. There was an additional provision of Rs 500 for hilly and difficult areas.
Recently, Government of India in the Ministry of Drinking Water & Sanitation has come up with a scheme of convergence between TSC rechristened as Nirmal Bharat Abhiyan(NBA) with NREGS with a provision of financial incentives upto Rs 4500.
The TSC programme is being implemented in association with Panchayati Raj Institutions (PRIs) at all levels, through social mobilization for construction of toilets and also maintain clean environment by way of safe disposal of wastes. Some women Self Help Groups and NGOs are actively involved in IEC activities on one hand and in providing required hardware for toilet construction through Rural Sanitation Marts (RSM) and Production Centres (PCs) on the other.
The main objectives of the programme is for creation of new entitlements of IHHLs both for BPL and Identified APL households covering SC/ST, small and marginal farmers, landless labourers with homestead land, physically handicapped and families headed by women within a Gram Panchayat.
Mention may be made here that the central government has revised the cost of construction of IHHLs from the existing provision of Rs.3500 to Rs.5500. The central government incentive is Rs.3200 and state government share is Rs.1400. The beneficiary’s contribution is Rs 900 (Cash kind/ Labour). That apart there is provision of convergence under NREGS to tune of Rs.4500 covering 20 unskilled and 6 skilled man days for each IHHL.

Siram visits fire victims, extends financial assistance
PASIGHAT, Jan 05: Education Minister Bosiram Siram today visited the three fire victims, who were sheltered in temporary sheds, and donated Rs.10,000 each.
A devastating fire which broke out at around 10 pm last night, has completely gutted three houses.
Siram instructed the District Administration to provide necessary help and assistance to the victims for their quick rehabilitation. The Minister appealed all to remain alert and be cautious as fire accident occurs frequently at Pasighat especially during the winter season. He also appealed all to maintain proper approach roads and sufficient space so that fire tenders can easily reach the accident sites. He informed that he is processing for additional fire tenders.

Eminent resource persons from GB Pant Institute of Himalayan Environment and Development, State Remote Sensing Department, NIC, State Unit besides, SIRD faculties were interacted with the participants.
